China unveils metrology plan to boost chip, quantum fields by 2030, beat US in tech

China has unveiled an ambitious 2030 metrology action plan to achieve technological self-reliance and surpass the United States in critical sectors such as semiconductors, quantum computing, and rare earth technologies. Announced by the State Administration for Market Regulation, this initiative underscores China’s commitment to advancing its measurement science capabilities, which are fundamental to innovation and industrial competitiveness.

Key Objectives of the 2030 Metrology Plan

Advancement in Semiconductor Metrology: The plan targets significant breakthroughs in chip-scale metrology, including developing nanoscale integrated circuit measurement tools and neural network chip testing platforms. These advancements are crucial for China’s efforts to enhance its semiconductor manufacturing capabilities amid ongoing export restrictions from the U.S..

Quantum Measurement Innovations: A significant focus is quantum metrology, aiming to develop distributable quantum measurement standard reference devices, such as quantum gyroscopes. These devices are expected to provide ultra-precise navigation capabilities without relying on GPS, with applications spanning aerospace, undersea navigation, and military systems.

Rare Earth Magnet Standards: Recognizing the strategic importance of rare earth elements, the plan includes efforts to establish domestic standards for rare earth magnet production. This move seeks to reduce reliance on foreign standards and enhance China’s control over these critical materials, which are vital for electric vehicles, electronics, and defense technologies.

Development of Metrology Benchmarks and Devices: China aims to establish over 20 global metrology benchmarks and develop over 100 innovative devices and standardized reference materials by 2030.
